Vladimir Vladimirovich Putin was the second President of Russia and is the current Prime Minister of Russia as well as chairman of United Russia and Chairman of the Council of Ministers of the Union of Russia and Belarus. He became acting President on 31 December 1999, when president Boris Yeltsin resigned in a surprising move, and then Putin won the 2000 presidential election. In 2004, he was re-elected for a second term lasting until 7 May 2008.
According to public opinion surveys conducted by Levada Center, Putin's approval rating was 81% in June 2007, and the highest of any leader in the world. His popularity rose from 31% in August 1999 to 80% in November 1999 and since then it has never fallen below 65%. Observers see Putin's high approval ratings as a consequence of the significant improvements in living standards and Russia's reassertion of itself on the world scene that occurred during his tenure as President. Most Russians are also deeply disillusioned with the West after all the hardships of 90s, and they no longer trust pro-western politicians associated with Yeltsin that were removed from the political scene under Putin's leadership

THE WORLD'S MOST POWERFUL MAN OF THE 20TH CENTURY

"GEORGE W. BUSH"

George Walker Bush was the 43rd President of the United States from 2001 to 2009. He was the 46th Governor of Texas from 1995 to 2000 before being sworn in as President on January 20, 2001.

Bush successfully ran for re-election against Democratic Senator John Kerry in 2004, garnering 50.7 percent of the popular vote to his opponent's 48.3 percent. After his re-election, Bush received increasingly heated criticism from some sources. In 2005, the Bush administration dealt with widespread criticism over its handling of Hurricane Katrina. In December 2007, the United States entered the longest post-World War II recession, and his administration took more direct control of the economy, enacting multiple economic stimulus packages. The US national debt grew from $5.9 trillion to $10.7 trillion during his presidency, at an average annual increase of 11%. Though Bush was a popular president for much of his first term, his popularity declined sharply in his second term.

"It should come as no surprise that the leader of the world's sole superpower should receive the top spot on the list. George W. Bush leads the world's fourth largest nation, the most technologically powerful economy, and sits as supreme commander of the greatest military arsenal in history, with over 247,000 personnel posted overseas in more than 130 countries." according to Askmen.com
